Of course they knew. They had to. You'd have to assume that these well-educated, legally-expert, career professionals were almost totally stupid in order to swallow the "accidental implementation" theory. Either totally stupid or willfully dismissive of the law. And since ignorance of the law is not an excuse, the wiretapping hyenas broke the law and are guilty of criminal actions.
